4. Discussion on Terms of the Agreement for the 2024-25 Collective Bargaining Agreement

Mr. Smedley reviewed the updates to the Collective Bargaining agreement. The agreement was settled on a pool of money to distribute amongst the BU from the new money granted by the IDOE ($617,535; 64% of the new money). Components of the new agreement were as follows:

Salary

  • 1.125% Raise to the Base Salary at each level for ALL teachers 
  • $1,020 step for returning teachers who earned an Effective or Highly Effective Rating on the teaching evaluation  
  • Average Raise for new teachers = $603; returning teachers = $1,712 
  • New Salary Schedule - Range: $47,878 to $88,105 
  • Overall raise to the entire BU is 2.6% (outpaces the state’s increase in funding)

Language

  • Clawback Language Added to the $2,000 Hiring Bonus for New Teachers 
    • If a new teacher leaves before the end of the first semester, they will be required to repay the first $1,000 (prorated based on when they leave). 
    • If a new teacher leaves during the second semester, they will not receive their second installment. 
  • Bereavement Leave
    • Language added that would allow someone to request a special extension to use their bereavement days beyond the standard 30 days after the death of an immediate family member up to one year.

ECA

  • Increased the ECA Base Salary by $1,000
    • from $45,305 to $46,305 
    • Added six Tech Integration Specialists to the schedule (one per building) 
    • Designated all existing Tier 11 Clubs as Flex Clubs 
      • Existing Tier 11 clubs will be grandfathered in as such
    • Added 3 Flex Clubs at MVHS 
    • Converted the MS Musical ECA to a MS Flex Club
  • Minor adjustments to a few ECA titles - noted in red within the new ECA schedule 
  • ECA Committee will work throughout the second semester to map out ECA positions needed for the onboarding of MVIS next year

Insurance

  • 3.4% increase in premiums for the 2025 plan year 
  • Splits in Premiums: 
    • PPO 79/21 71/29 71/29 69/31 
    • HSA 1 85/15 78/22 78/22 76/24 
    • HSA 2 89/11 88/12 88/12 88/12 
    • Tiered Network Approach - United Healthcare (TPA) 
      • Tier One: Community Health & Hancock Health 
      • Tier Two: In Network: ex. - Ascension, Franciscan, IU Health 
    • Matching HSA Contribution Reduced by $250 at each level for both HSA Plans
