7. Public Hearing: Donation of Land

NOTICE OF PUBLIC HEARING

Pursuant to Indiana Code § 36-1-11, notice is hereby given that the Board of School Trustees of Mt. Vernon Community School Corporation shall convene in public session on June 20, 2022, at 7:00 pm EDT at 1806 W. State Road 234, Fortville, IN 46040 to discuss and hear objections and support regarding the proposed donation of land commonly known as parcels 30-02-09-400-018.000-017, 30-02-09-408-009.000-017, and 30-02-09-403-001.000-017 (collectively “Parcel”) to Town of Fortville (“Town”), a Quitclaim Deed ("Deed"), and various closing documents needed for the donation of the Parcel to Town. You are invited to attend and participate in the public hearing.

Mrs. Freeman opened the Public Hearing.  Notice of this hearing regarding donation of land was published on June 8, 2022 in the Greenfield Daily Reporter.  Following tonight's public hearing, the officers of Mt. Vernon Community School Corporation will consider action items related to this donation during the regular business portion of the meeting.  Mr. Elkins stated tonight's hearing is being held to discuss and hear objections and support regarding the proposed donation of land parcels to the Town of Fortville, a Quitclaim Deed and a supporting resolution needed for the donation of the parcels to the town.  The parcel of land is known locally as Landmark Park.  Mrs. Freeman asked if there were any public comments.  There were none.  The Public Hearing was closed.

1.  MVCSC was recognized as a Hancock County Hero by the Greenfield Chamber of Commerce.

2.  MVHS has been named a "Best High School" by the U.S. News & World Report, and ranked #15 in the Indianapolis metro area and #46 in the state.

3.  WRTV featured the new "Care Closet" at Mt. Vernon Middle School with counselor Erin Brown.

4.  MVMS, FES, MES and MCE all were recognized as Project Lead the Way Distinguished Schools (PLTW).  This designation honors schools committed to increasing student access, engagement and achievement in the PLTW programs.

8.4 Spotlight on Programs

Mr. Casey Dodd, Mt. Vernon High School

Jag Program - James Cochran

Minutes

Mr. Dodd introduced James Cochran, head of the JAG Program at Mt. Vernon High School, who gave a presentation spotlighting that program.  JAG's (Jobs for America's Graduates) mission is to deliver a unique set of in-school services to juniors and seniors that will help in their college and career futures.  Part of the program  is guest speakers come in weekly to talk to the students.  The speakers include all branches of the military, Boys and Girls Club, Lincoln Tech, Greenfield Banking Co., Students in Action, International Business College,  just to name a few.  They have taken field trips to places such as Ball State University, Students in Action Conference, National Hot Rod Association, and many more.  A big project they have been working on is planting a community garden at the high school where items grown in the garden are donated to local food pantries.  Another community service club project is a banner showing sponsors/community partners such as Hancock County Community Foundation, Tuttles Orchards, Metal Supermarkets, Backyard Blessings Garden Center, Schreiber Lumber, Inc. and Vernon Township.  

Mrs. Freeman asked what is required to be in JAG.  Mr. Cochran stated it is designed to help students that have a barrier between them and college and students are required to earn a high school diploma.

Due to recent legislative changes, I am recommending the board consider the following new and updated policies for a first reading.

F125 - Purchasing Procedures and Capital Assets
Recent changes and complexity of highly-audited policy. Improvements help with audit/compliance

C125 - Legal Settlement
Update due to 2022 State Board of Account guidance received in spring 2022.

D500 - School Resource Officer Employment & Training
Elevating some aspects to policy that could be administrative guidelines and adds language that will be required by July 1, 2023.

H225 - Public Comments and Concerns
New statute requiring comment from any individually physically present. Also, requires the board to provide opportunity for public comment before the Board takes final action ona topic.

B225 - Meetings
Provided clarification if we need virtual meeting(s).

C175 - Student Attendance and Academic Engagement
New title for policy along with defining continuous learning (virtual/distance). This conforms with new law related to the amount of asynchronous learning.

D325 - Personal Background Checks and Mandatory Reporting
Plenty of new language required by SEA 115 from General Assembly 2022.

8.6 Bayer Fund Donation Report

Minutes

Mrs. Muffler was excited to announce that Mt. Vernon High School has been awarded a $5,000 STEM Grant.  This project was made possible by a local farmer and America's Farmers Grow Communities, a Bayer Fund Program.  America's Farmers, funded by Bayer Fund, is focused on strengthening rural America through two community outreach programs that partner with farmers to make an impact in communities where farmers live and work.  The programs have given nearly $65 million to rural America since 2010.  Mt. Vernon High School was awarded this grant after being nominated by local farmer Bob Cook,   Mr. Cook was in attendance and thanked by Mrs. Muffler and board members.

 


8.7 Curriculum Report-AP Spanish Workbook

Minutes

Mrs. Muffler presented the AP Spanish Workbook as the previous one is now out of print.  After researching for a replacement, they are recommending Schaum's Outline of Spanish Grammar.  The workbook will be on display at the administration building for community members to preview until the July 18, 2022 school board meeting.  Dr. Shipley will request approval at the July board meeting along with approval of adding the fee to the already approved high school student fees.

Dr. Parker introduced Brad King, MVHS Dean of Students who is also Mt. Vernon's head baseball coach.  Mr. King introduced his wife, Kelly, and stated he was blessed by the opportunity to take a bigger leadership role in the district. 

Dr. Parker introduced Seth Hamilton, Director of Technology.  Mr. Hamilton comes from Washington Township School's Technology Program and was a former kindergarten teacher.  He introduced his wife and three children and thanked everyone for the opportunity and stated he was gung ho to get started.

Mr. Smedley thanked board members for approving the new pay scales for classified employees where no one will make lower than $16.00 an hour beginning July 1, 2022.  We were able to do that because of the community support passing the recent referendum.

Mr. Smedley presented the revised 2022-2023 School Calendar with the following change:  September 21, 2022 and April 5, 2023 changed from E-Learning Days to 2-hour Early Release Days.  By doing so, it allows us to save the three asynchronous learning days we are allowed for weather related closings.  Mr. Edwards made a motion to accept the 2022-2023 School Calendar Revision as presented.  Mr. Gray seconded, and the motion carried 5-0.

 

 


11.2 Certified and Classified Staff Handbooks

Mr. Smedley presented updates to the Certified and Classified Staff Handbooks.   He noted one major change to the Classified Handbook is vacation leave.  15 days will be credited at the beginning of year 3 instead of year 7 and 20 days credited at the beginning of year 4 instead of year 15.  Mrs. Walls made a motion to approve the Certified and Classified Staff Handbooks as presented.  Mr. Gray seconded, and the motion carried 5-0.

 Mr. Ellkins presented Resolution 2022-18 Donation of Land and Quitclaim Deed which relates to the Public Hearing held previously this evening.  The Quitclaim Deed authorizes Mr. Elkins to sign off and do business on behalf of the board regarding the  donation of the land parcel known as Landmark Park.  Mr. May made a motion to approve Resolution 2022-18 Approval of Donation of Real Property to Town of Fortville.  Mr. Edwards seconded, and the motion carried 5-0.

 

 


11.4 Resolution 2022-19 Approval of Fund Transfer

Mrs. Walls made a motion to approve Resolution 2022-19 Approval of Fund Transfer to transfer $300,000 from Rainy Day to Curricular Materials Fund for the purpose of cash infusion for upfront costs of materials. Mr. Gray seconded, and the motion carried 5-0.

 


11.5 2022-2023 Lunch Prices

Mr. Elkins presented the 2022-2023 Lunch Prices on behalf of Food Service Director Doris Johnson.  He noted for the past two years the state has allowed free meals for all due  to Covid, etc. and that expires the end of the month.  Parents/guardians will now be responsible for their student(s) lunch fees.  Lunch prices for 2022-2023: 

MVHS & MVMS  $3.50

Elementary/Pre-School  $3.40

Breakfast  $2.25

Adult/Extra Student Lunch  $4.75

Adult/ Extra Student Breakfast  $2.50

Extra Milk  $0.50

Mr. Gray made a motion to approve the 2022-2023 lunch prices as presented.  Mrs. Walls seconded, and the motion carried 5-0.
