Vernon Community School Corporation Administrative Building, 1806 W. State Road 234, Fortville, Indiana, to hold a hearing to discuss and hear objections and support regarding the proposed renovation of and improvements to school corporation facilities, including roofing improvements, site and athletics improvements, building renovations, and the purchase of equipment and technology. You are invited to attend and participate in the public hearing.

Pursuant to Indiana Code § 20-26-7-37, before a school corporation may spend more than $1,000,000 to build, repair or alter a school building that will be financed by a lease or bonds, it must hold a public hearing at which explanations of the potential value of the project to the school corporation and community are given.

These public hearings are the very beginning of the legal process.  The projects, in whole or in part, will not begin prior to January 1, 2025. No tax impact could occur prior 2026. The projects may be completed in full, in part, or not at all, depending on the need at the time as determined by the board. 

Regarding the additional appropriation hearing, an appropriation in the amount not to exceed $3,315,000 from the proceeds of the bonds, including all original issue premium and all investment earnings thereon, to be deposited in the School Corporations Construction Fund (Fund #2301) on account of the renovation of and improvements to facilities throughout the school corporation, including deferred maintenance and repairs, site improvements, and the purchase of real estate, technology hardware and devices, and equipment (the“Project”) in the School Corporation, including the incidental expenses necessary to be incurred in connection with the Project and the issuance of Bonds on account thereof. The funds to meet such additional appropriation are to be provided by the issuance and sale of Bonds by the School Corporation.

All public hearings, public comments, public notices, and passage of relevant resolutions regarding the original project and previous financing of a portion of the project through a general obligation bond sale occurred at the October 17th, 2022 board meeting. The remaining portion of bond capacity will be sold by June 30th, 2023. The board need not pass any additional resolutions or take any further action beyond considering the additional appropriation request as all other legal requirements have been met.

The foregoing appropriation is in addition to all appropriations provided for in the existing budget and tax levy, and a need for such appropriation exists by reason of the inadequacy of the present buildings to provide necessary school facilities in the School Corporation.

Taxpayers of the School Corporation appearing at said meeting shall have the right to be heard in respect to the additional appropriation.

12. Resolution to Approve Creation of and Terms for Joint Services Agreement of the Hancock County Career Center

Dr. Parker presented the Joint Service Agreement of the Hancock County Career Center.   He updated that the county struction building will be ready in the Fall of 2026.   All  four county school corporations are invested in a collaborated vocation center for all the schools to share.  It is the best way to support our schools and needs of students in these programs.  In 2026 an entity will need to be approved for this program tonight the agreement will allow the creation and terms of the joint services to be set up.

He is excited to be here and to continue the traditions at Mt Comfort and Mt Vernon.  He expressed how he enjoyed the trip last week at PLC training and getting to know people before the started.  He is ready to get in the building and start the year strong.  He thanked the board and committee for their time and the opportunity to be principal of Mt. Mr Hamilton presented the information for the audio enhancements made to the system at the high school.  There are many new features the staff is excited to use as well as safety features for emergencies.   These features were demonstrated to the board a few weeks prior at a work session.

Mrs. Walls thanked Mr. Hamilton for bringing this system and ideas to the district.  She believes it will help and inspire teachers and be more enjoyable for students.   Mr. Gray asked about the estimated time to get set up.  Mr. Hamilton stated the tech department will work on it right away to be sure it is installed and there is time for staff training.

Hancock Co. RDC - Mr. Phil Edwards was not in attendance. 

McCordsville RDC - Mrs. Shannon Walls attended the June 6th meeting.  There was a public hearing for the new city scape development area. 

MVEF - Mr. Chad Gray was able to attend the last meeting.

Dr. Jack Parker, Superintendent

Minutes

Dr. Parker presented the Indiana School Board Association Exemplary Governance Award to the school board.  He congratulated them on all their hard work and dedication to the school board.

Mr Gray commented that Mt Vernon had their first ever state track champion 1st ever track state championship, George Burhenn.
